- By identifying core competencies of key roles, managing performance and ensuring training to enhance those competencies
- After September 30, 2022, through the Board of Director’s authority to appoint the CEO, Chief Commissioner and Commissioners
- Restrictions bar certain actors in the energy sector from taking on key roles at the OEB
- Under the mandates of the Chief Commissioner, who is responsible for the efficiency, effectiveness and independence of the adjudicative process, and Commissioners, who are responsible for the hearing and determination of matters to which they are assigned

- To the Minister of Energy and the Legislative Assembly of Ontario
- In accordance with the Ontario Energy Board Act, 1998 and directives made under that and other legislative and regulatory authorities
- Through appointment of the Board of Directors by the Lieutenant Governor in Council
- Through the Minister’s Mandate Letter, which establishes sector specific and broader government priorities
