Enbridge Gas Inc. has applied to the Ontario Energy Board for approval to construct the Bobcaygeon Community Expansion Project which involves the construction of:
(i) A Supply Lateral, through the City of Kawartha Lakes to Bobcaygeon consisting of:
- 25 kilometres of 6-inch extra high pressure steel natural gas distribution pipeline
- 2 kilometres of 6-inch high pressure polyethylene natural gas distribution pipeline
- 1 kilometre of 6-inch high pressure steel natural gas distribution pipeline
(ii) An Eastern Reinforcement Pipeline, running from Enbridge Gas’s existing system within the Township of Cavan-Monaghan into the City of Kawartha Lakes, comprising 8 km of 6-inch extra high pressure steel natural gas distribution pipeline.
Enbridge Gas Inc. filed its original application with the Ontario Energy Board in May 2022. The original application was placed in abeyance by the Ontario Energy Board pending an update of the evidence by Enbridge Gas Inc. It is important to review the updated application carefully to determine if you will be affected by the changes.
Enbridge Gas Inc. is also asking the Ontario Energy Board to approve the form of agreement that it has offered or will offer to landowners affected by the routing or location of the proposed pipelines.
Enbridge Gas Inc. states that the pipelines are needed to supply natural gas to approximately 3,700 new customers in the community of the City of Kawartha Lakes (including Bobcaygeon) who currently do not have access to natural gas service. Enbridge Gas Inc. states that it intends to charge the OEB-approved System Expansion Surcharge to all new customers that will be taking service from the project.
Enbridge Gas Inc. states that on June 9, 2021, the proposed project (also referred to as the Bobcaygeon Community Expansion Project), was approved to receive funding assistance under Phase 2 of the Government of Ontario’s Natural Gas Expansion Program.

Submit a letter of comment
You can submit a letter of comment that will be considered by the panel deciding the application. Unless the notice states otherwise, your letter of comment will be accepted until the record of the proceeding is closed (which usually occurs with the filing of the applicant’s final reply argument). However, you are encouraged to submit your letter as early in the process as you can. Depending on timing of receipt of letters of comment, the applicant will typically provide a respond to the issues raised in those letters. Your letter will be provided directly to the panel of Commissioners who will be deciding whether the application is approved. The panel will consider your comments in reaching their decision. The panel will only be able to consider comments which relate to issues which are within the authority of the OEB and relevant to the issues being considered by the panel.
