SECOND MEETING
MINUTES

OVERVIEW:
-
The Task Force (TF) reviewed the minutes
of its last meeting and the progress of the other TFs. The TF discussed
contributed capital, restructuring costs and capital structure. Each TF
Working Group (WG) reviewed its progress. Working Group 1 (Services) discussed
monopoly services. Note was made of the need to analyze fringe services
(e.g., water heater rental) and pricing. The TF also discussed the issue
of accommodating the transition of services from monopoly to contestable.
Working Group 2 (Rate Structure) discussed bill breakout and pricing, evaluation
factors, transmission charges, and rate structure alternatives for the
core wires business. The TF had a discussion on the developments in licensing
and settlements.

ASSIGNMENTS:

TF representatives agreed to continue
their reviews, and specifically assess:

Working Group 1: fringe services and
pricing, contributed capital and alternative financing.

Working Group 2: alternative core business
rate structures and impacts.

Each Working Group will prepare a short
report for the next TF meeting.
