THIRD MEETING
MINUTES
February 18th,

OVERVIEW:
-
The Task Force (TF) reviewed the minutes
of its last meeting and the progress of the other TFs. There was a brief
mention of Dr. Cannon's paper and a summary of the PBR issues recently
presented to OEB Board. Working Group 1 (Services) discussed transition
cost issues and the impact of separation of operations, affiliate codes
and licensing. Working Group 2 (Rate Structure) discussed issues of line
loss as it relates to various kv systems and its cost consequence on various
customer classes. General discussion of system losses and customer bills.

ASSIGNMENTS:

TF representatives agreed to continue
their reviews, and specifically assess:
-
Working Group 1: transition costs, including
incremental costs, costs for smaller utilities.

Working Group 2: complete their paper
and develop financial analysis on rate of return.

Each Working Group will prepare a short
report for the next TF meeting.
