The OEB is undertaking a comprehensive review of DER compensation and delivery rates in response to the Minister of Energy and Mines’ Integrated Energy Plan (IEP) Directive. The review aims to recommend changes or provide an update on OEB actions regarding overall regulatory and compensation frameworks to appropriately reflect the system value of DERs. The OEB is expected to submit a report setting out its recommendations to the Minister by March 31, 2026.

The OEB is sharing materials in support of its upcoming stakeholder meeting on the review of distributed energy resource valuation in response to the Directive issued by Ontario’s Minister of Energy and Mines with the Integrated Energy Plan. The materials include two documents, presentation materials and supporting materials. The presentation materials are a detailed summary of the OEB’s review and proposed recommendations, which will be presented at the November 24th stakeholder meeting. The supporting materials will not be covered during the meeting but are provided for additional context and supporting analysis for stakeholders who may be interested.

The review aims to assess current DER compensation and delivery rates, as well as recommend changes or provide an update on actions that the OEB may take to unlock the full value of DERs.
