Smart metering and smart sub-metering of condominiums is intended to help the government achieve its conservation objectives through individual accountability for energy use and, eventually, load-shifting due to time-dependent pricing. To that end, the government issued Regulation 442 and Regulation 443 to ensure that licensed providers install smart meters or smart sub-metering systems in prescribed locations. The Board issued the Smart Sub-Metering Code in order to support the regulations and impose appropriate standards on the activities of the smart sub-metering providers.
