In 2000, the OEB implemented Ontario's first generation of performance-based regulation for electricity distribution. The development of a Second-Generation PBR plan was initiated in 2002, a revised sequencing for the phase development of PBR II was established as outlined in the March 14, 2003 letter below.

The Government of Ontario passed Bill 210, the Electricity Pricing, Conservation and Supply Act, 2002. The Government mandated that written approval of the Minister of Energy accompany any distribution or transmission rate application made to the OEB, and that, absent Ministerial approval, the rates in effect on November 11, 2002 remain in effect until at least May 1, 2006.

Letter sent to all electricity distribution stakeholders advising of a revised sequencing for the phased development of PBR II, in light of the Electricity Pricing, Conservation and Supply Act, 2002.

This includes reactivation of the cost allocation working group and consultations beginning in 2003 on Demand Side Management and service quality regulation.
