The OEB held a consultation aimed at promoting the cost-effective development of electricity infrastructure through coordinated planning on a regional basis between licensed distributors and transmitters.

This consultation developed a regulatory framework for regional planning, having regard to the principles articulated in earlier TSC consultations as well as the following:

  • that an optimized solution is desirable as being the lowest cost in the long term;
  • that a coordinated solution is desirable as allowing for a consideration of broader needs and for involvement by a larger set of stakeholders; and
  • that cost responsibility for optimized solutions is attributed in an appropriate manner.

The Regional Planning for Electricity Infrastructure consultation process was included in the OEB’s broader Renewed Regulatory Framework for Electricity consultation process. Following the issuance of the October 18, 2012, Report of the Board, the OEB established two Regional Infrastructure Planning Working Groups.

The OEB also established the Regional Planning Process Advisory Group (RPPAG) whose purpose / focus is to assume custodial accountability for the Regional Planning Process.

The Board has posted comments in relation to the Supplementary Proposed Code Amendment related to the TSC cost responsibility rules issued on August 26th.

August 26, 2013

The Board has issued a Notice of Amendments to the Distribution System Code (“DSC”) and the Transmission System Code (“TSC”) to implement the Board’s policies related to Regional Infrastructure Planning, as set out in the RRFE Report.

The Board has also issued a Supplementary Proposed Amendment to a Code related to the TSC cost responsibility rules.

The final TSC and DSC amendments are intended to support the “Working Group Report” which sets out the details of a Regional Infrastructure Planning process.

The Board has posted comments in relation to the proposed code amendments issued on May 17th.

The Board issued a Notice of Proposal to Amend the Distribution System Code and the Transmission System Code to implement the Board’s policies set out in the RRFE Report related to:

  • the establishment of a process in order to move to a more structured approach to regional infrastructure planning; and
  • the determination of the appropriate redefinition of certain line connection assets and modifications to the TSC cost responsibility rules to facilitate regional planning and the execution of regional infrastructure plans.

The proposed code amendments are also intended to support the “Working Group Report” which sets out the details of a regional infrastructure planning process.

In the Board staff information session on the Renewed Regulatory Framework for Electricity held on December 8/9, 2011, clarification of the Ontario Power Authority’s current regional planning process was requested. In response, the OPA provided a description of their regional planning process.
