The OEB has published the 2022 Quarter 2 prescribed accounting interest rates applicable to the carrying charges of deferral, variance and construction work in progress (CWIP) accounts of natural gas utilities, electricity distributors and other rate-regulated entities.

The OEB has accepted an Assurance of Voluntary Compliance from Greater Sudbury Hydro Inc., an electricity distributor. The Assurance responds to self-reported non-compliance related to overcharging customers as a result of a billing system error.

The OEB is pleased to provide this summary of improvements to the Reporting and Record-keeping Requirements (RRR) for licensed electricity distributors. With a view to streamlining the filing process, a number of changes to the RRRs have been made and the useability of the filing portal is further refined.

The OEB has accepted an Assurance of Voluntary Compliance from E.L.K. Energy Inc. following an OEB inspection into its record-keeping of asset conditions. The inspection found that E.L.K. Energy Inc. did not comply with certain provisions of the OEB’s Distribution System Code. This reflects the OEB’s commitment to protecting consumers by ensuring that regulated companies fulfil all of their regulatory requirements.

The OEB is announcing changes to the Activity and Program-based Benchmarking (APB) framework in line with its commitment to drive utility performance and support efficiencies in the regulatory process. This letter sets out the specific changes to certain unit cost metric calculations and identifies the data points needed to support them.

The Province of Ontario has recently appointed Navneet Sekhon to the OEB’s Board of Directors, joining Chair Richard Dicerni and existing Board members Curt Allen, Marika Hare, John Knubley, Gerald Moncrief, Glenn O’Farrell, Carole Malo, Marie Oswald and Geoff Owen. With the addition of Ms. Sekhon, the Board continues its work to support OEB modernization, strengthen public trust, and provide strong leadership and good governance.

The OEB has accepted an Assurance of Voluntary Compliance from Essar Power Canada Ltd. The Assurance responds to non-compliance related to the generation and retailing of electricity without the required licences.

The OEB has released an updated variance settlement factor that is to be used by electricity distributors to calculate a one-time credit or charge for consumers who choose to stop purchasing electricity through the Regulated Price Plan. This factor is called the "Final RPP Variance Settlement Factor" and is updated on the OEB website monthly.

The OEB has posted Price Comparison templates for Natural Gas Contracts for Kitchener Utilities valid from January 1, 2022.

The OEB has issued a letter providing information related to quarterly reporting that is intended to monitor implementation of Green Button by electricity and natural gas distributors.
