As part of its path to modernization, the OEB launched an initiative in December 2020 to find efficiencies in the rate application process for smaller (less than 20,000 customers) electricity distributors. A working group consisting of representatives from small utilities, intervenors and OEB staff was established to review filing requirements for 2023 rates.

On December 16, 2021, the OEB issued an updated version of its Filing Requirements for Electricity Distribution Rate Applications for small electricity distributors.
