The Retail Compliance Plan (RCP) was created to verify that licensed electricity retailers and natural gas marketers are in compliance with their legal and regulatory obligations pertaining to consumer protection as set out in the Ontario Energy Board Act, 1998, the regulations made under that Act and the Board’s regulatory instruments.

The RCP is expected to: promote effective oversight of the energy retail sector; increase licensee compliance; contribute to a better understanding of industry trends and best practices in relation to the business practices and processes of licensees operating in the energy retail markets; and provide the Board with improved statistical data and reporting.
