OEB COVID-19 UPDATES

The OEB is taking a number of measures in response to the COVID-19 pandemic.

The OEB is temporarily waiving the requirement to submit hard copies with each electronic filing in regulatory proceedings. We ask those who are engaged in active OEB proceedings to continue submitting electronic copies of documents through the online portal, RESS (Regulatory Electronic Submission System), or, if you are unable to use the portal, by email at BoardSec@oeb.ca. This is in effect immediately and until further notice.

The OEB has published the 2020 Quarter 2 prescribed accounting interest rates applicable to the carrying charges of deferral, variance and construction work in progress (CWIP) accounts of natural gas utilities, electricity distributors and other rate-regulated entities.

The OEB has accepted an Assurance of Voluntary Compliance from CP Energy Marketing L.P. The Assurance responds to non-compliance related to operation in the wholesale market without a licence.

The OEB is taking steps to help protect our staff, stakeholders and consumers with regard to COVID-19. The situation is evolving rapidly and we continue to monitor public health authority websites. We are following recommended guidelines and are taking responsible precautions in light of the World Health Organization’s pandemic declaration yesterday. The OEB is continuing the execution of our work and decision-making with operational changes outlined in this letter, effective immediately.

The OEB has issued its final Guidelines for Potential Projects to Expand Access to Natural Gas Distribution. Interested project proponents that wish to file project information for inclusion in the OEB’s report to the Ministry of Energy, Northern Development and Mines must do so by June 3, 2020.

New OEB customer service rules that strengthen protection for electricity and natural gas consumers took effect on March 1, 2020. As a result of an extensive review, the electricity sector rules have been enhanced, and now also apply to rate-regulated gas utilities.

The OEB has issued guidance to licensees regarding changes to the implementation of the Ontario Electricity Rebate.
