Brian Rivard
Brian Rivard was appointed as a Commissioner in September 2026. Mr. Rivard brings more than 30 years’ experience as an energy economist and leader in Ontario's energy sector. He is an Adjunct Professor at the Richard Ivey School of Business, Western University, and served on the Market Surveillance Panel from 2021 to 2026. Mr. Rivard was a Principal at Charles River Associates and has provided expert testimony before the U.S. Federal Energy Regulatory Commission and the OEB. He spent 15 years with the Independent Electricity System Operator, where he helped develop market-based approaches to Ontario's electricity system needs. As Director of Markets, he led analysis related to market rules, market design and policy initiatives. Earlier in his career, Mr. Rivard was a senior economist with the Canadian Competition Bureau.
He holds a PhD and a Master of Economics from the University of Western Ontario. His expertise is in electricity market design and regulation.
