The OEB has overseen utility natural gas conservation plans in Ontario since 1995. These plans have provided conservation and energy efficiency opportunities to the majority of natural gas customers.
Currently, Enbridge Gas is offering a variety of programs to its customers, consistent with the OEB’s 2015-2020 DSM policy framework and guidelines. In July 2020, the OEB provided its approval to extend the utility DSM programs for one-year, so that they are available to customers throughout 2021.
In December 2020 the OEB issued a letter concluding the post-2020 DSM framework policy consultation and instructed Enbridge Gas to file a new multi-year DSM plan by May 1, 2021. As part of the OEB’s letter, it referenced a letter from the Associate Minister of Energy, Northern Development and Mines and the Minister of the Environment, Conservation and Parks that provided additional details related to the government’s Environment Plan and the role of natural gas DSM programs.
On May 3, 2021, Enbridge Gas filed an application with the OEB, seeking approval of a new natural gas DSM (conservation) framework, effective January 1, 2022 and for approval of the conservation programs that would be offered to customers under the framework during 2022 to 2027.

Mid-Term Review of 2015-2020 DSM Framework
The OEB completed its Mid-Term Review of the 2015-2020 DSM Framework on November 29, 2018. The Mid-Term Review included the OEB’s assessment of a number of studies and reports submitted by the natural gas utilities in response to requirements from the OEB’s 2015-2020 DSM Decision, a Stakeholder Conference, and consideration of various proposals and requests submitted by the natural gas utilities and other interested stakeholders.

Integrated Resource Planning Proposal – Enbridge Gas Inc.
Integrated Resource Planning is a planning strategy and process that evaluates and compares demand-side and supply-side alternatives to pipeline infrastructure in meeting natural gas system needs. The OEB issued a Decision and Order on July 22, 2021 on Enbridge Gas's application requesting OEB policy guidance on its Integrated Resource Planning (IRP) proposal.

The OEB has posted Enbridge Gas Inc.’s draft 2021 annual DSM report. The draft results have not been reviewed by the OEB and are subject to changes based on the OEB’s evaluation process. The draft annual results for the EGD and Union rate zones are available for information purposes only and should not be relied upon for reporting purposes. Similar to past years, the OEB will be conducting a rigorous review and verification of the utility reported 2021 draft DSM results. The OEB will post the final 2021 annual verification report when it is available.

Evaluation of DSM Program Savings
As outlined in the OEB’s Report on DSM issued December 22, 2014, the OEB will be taking a central role in the evaluation, measurement & verification (EM&V) of DSM program savings. DSM programs will be evaluated on an annual basis, with results issued by the OEB to be used by the gas utilities when they file applications for recovery of amounts related to DSM activities.

Post-2020 Demand Side Management (DSM) Framework for Natural Gas Distributors (EB-2019-0003) - OEB policy consultation to develop a new DSM Framework for 2021 and beyond.
- 2016 Natural Gas Conservation Potential Study (EB-2015-0117) - The OEB oversaw the completion of a natural gas potential study to inform natural gas efficiency planning and programs. The March 2014 DSM/CDM Directive to the OEB from the Minister of Energy requires that a conservation achievable potential study for natural gas efficiency in Ontario be conducted every three years, and coordinated with the Independent Electricity System Operator (IESO) as appropriate and reasonable.
