The Ontario Energy Board (OEB) has launched an initiative to develop Activity and Program-based Benchmarking (APB) to encourage continuous improvement by regulated utilities and increase regulatory efficiency.

While the OEB intends to develop APB for all rate-regulated utilities, it is undertaking the initiative in several phases. Phase One focuses on development of APB for electricity distributors. Subsequent phases will address electricity transmitters, gas distributors and Ontario Power Generation. The OEB expects the model for APB developed in Phase One will provide a basis for subsequent phases.

The OEB has published a new Activity and Program-based Benchmarking (APB) report for unit cost calculations with updated unit cost results for 2021.

Following the February 25th letter regarding changes to the Activity and Program-based Benchmarking (APB) framework, the OEB has published a new APB report with unit cost results updated by OEB staff and econometric results updated by the project consultant, Pacific Economics Group Research LLC.

The OEB is announcing changes to the Activity and Program-based Benchmarking (APB) framework in line with its commitment to drive utility performance and support efficiencies in the regulatory process. This letter sets out the specific changes to certain unit cost metric calculations and identifies the data points needed to support them.

The OEB posted the Activity and Program-based Benchmarking (APB) results of 10 programs published in a Pacific Economics Group report to the OEB following a request for data from electricity distributors. The OEB plans to host a stakeholder meeting on May 13, 2021 to discuss the initiative and the expected use of the APB results in the regulatory process.

OEB Staff has posted the stakeholder information meeting presentations on the Activity and Program-based Benchmarking (APB) initiative for the electricity distributors.

OEB Staff will hold a meeting on March 5, 2019 for interested stakeholders on the Activity and Program-based Benchmarking (APB) for electricity distributors’ initiative at the OEB office, North Hearing Room, from 10am to 1pm. The stakeholder meeting will be also available through a webcast and the details are provided in the document below.

The OEB has issued a Staff Discussion Paper and the reports of its two expert consultants on the Activity and Program-based Benchmarking (APB) initiative. A key part of the work is establishing an APB framework for electricity distributors contemplated in the Discussion Paper that is expected to also provide an APB basis for other rate-regulated utilities in subsequent phases. The OEB is seeking stakeholder comment on the Discussion Paper by March 27, 2019.
