The Framework for the Assessment of Distributor Gas Supply Plans established a regulatory framework that outlined the OEB’s approach to assessing rate regulated distributors’ gas supply plans including strategies to include Renewable Natural Gas (RNG) as a potential fuel source to reduce greenhouse gas (GHG) emissions. 

This initiative built on a previous gas supply planning consultation (EB-2015-0238) which culminated in a Staff Report to the Board. The Staff Report included recommendations that were endorsed by the OEB and provided the foundation for this policy consultation.

On October 25, 2018, the OEB issued its Report of the Ontario Energy Board: Framework for the Assessment of Distributor Gas Supply Plans. To support implementation of the framework, filing guidelines were developed that identify the required information, timing and format of gas supply plan submissions by rate regulated gas distributors. The filing guidelines can be found in the Appendix to the Report.

The Framework sets out guiding principles, criteria and the OEB’s process for review and assessment of a natural gas distributor’s plan to determine whether the plan delivers best value to consumers.

The OEB has received a letter from the Ministry of Energy confirming the government’s interest in the OEB’s further examination of renewable natural gas (RNG) as a component of Ontario’s natural gas supply.
