Details

The Framework for the Assessment of Distributor Gas Supply Plans will establish a regulatory framework that outlines the OEB’s approach to assessing rate regulated distributors’ gas supply plans including strategies to include Renewable Natural Gas (RNG) as a potential fuel source to reduce greenhouse gas (GHG) emissions. 

This initiative builds on a previous gas supply planning consultation (EB-2015-0238) which culminated in a Staff Report to the Board. The Staff Report included recommendations that were endorsed by the OEB and provide the foundation for this policy consultation.  To view the Staff Report and other documents related to that consultation, the link to the web page is provided above.  The OEB notes a helpful resource is the Appendix to the Staff Report which includes a table that provides a side-by-side comparison between the gas utilities.

To support implementation of the framework, filing guidelines will be developed that identify the required information, timing and format of gas supply plan submissions by rate regulated gas distributors.

The OEB has issued its Report of the Ontario Energy Board: Framework for the Assessment of Distributor Gas Supply Plans (Framework). The Framework sets out guiding principles, criteria and the OEB’s process for review and assessment of a natural gas distributor’s plan to determine whether the plan delivers best value to consumers.

The OEB has issued a Draft Framework for the Assessment of Distributor Gas Supply Plans for stakeholder review and comment.

To assist OEB staff in developing a draft Framework for consideration, the OEB has established a Technical Working Group.

The OEB has issued a letter for this initiative that describes the objective and timelines for completion.

The OEB has received a letter from the Ministry of Energy confirming the government’s interest in the OEB’s further examination of renewable natural gas (RNG) as a component of Ontario’s natural gas supply.
