Consumer Alert: Beware of continuing email and online rebate scams pretending to be from or endorsed by the Ontario Energy Board

The OEB is commencing a proceeding on its own motion to consider the inflation factor to be used to set rates for electricity transmitters and electricity and natural gas distributors for the year 2022.

The OEB has issued a Notice of Proposal to Amend the Distribution System Code regarding connection of distributed energy resources (DERs) to local electricity distribution systems. The proposed amendments, which have been developed based on input from the OEB’s DER Connections Review Working Group, are intended to improve connection timelines and provide clarity and consistency in the process for connecting a generation or storage DER.

The OEB has accepted an Assurance of Voluntary Compliance from Cytec Canada Inc. The Assurance responds to non-compliance related to operation in the wholesale market without a licence.

In keeping with steps we are taking to evaluate the efficiency and effectiveness of regulatory proceedings, we have posted a revised version of our Rules of Practice and Procedure. The revisions are related to Rules 40-43 dealing with motions to review, and certain administrative updates relating to definitions and general principles of interpretation.

The OEB has accepted an Assurance of Voluntary Compliance from Enbridge Gas Inc., a gas distributor, following an inspection into the company’s disconnection-related practices. The inspection found that Enbridge Gas Inc. did not comply with certain regulatory requirements for disconnection notices. This reflects the OEB’s commitment to protecting consumers by ensuring that regulated companies fulfil all of their regulatory requirements regarding disconnection.

The OEB has released an updated variance settlement factor that is to be used by electricity distributors to calculate a one-time credit or charge for consumers who choose to stop purchasing electricity through the Regulated Price Plan. This factor is called the "Final RPP Variance Settlement Factor" and is updated on the OEB website monthly.

The OEB has issued a letter informing all rate-regulated electricity and gas distributors about an adjustment to their July 2021 OEB cost assessment invoices. The letter explains that funds from administrative monetary penalties collected by the OEB in regards to compliance matters have been used to reduce the distributors’ July cost assessment invoices on the expectation that the distributors will promptly supplement their LEAP-EFA budget for 2021 by the same amount. The letter also describes temporary changes to the screening guidelines for LEAP-EFA that are designed to help energy consumers most in need.

The OEB has issued a letter initiating a consultation on the implementation of Green Button by electricity and gas distributors, including composition of a task force to assist the OEB in identifying additional guidance or direction that would support implementation.
