The Ontario Energy Board (OEB) is commencing a hearing on its own motion to consider the methodology for determining the values of the cost of capital parameters and deemed capital structure to be used to set rates for electricity transmitters, electricity distributors, natural gas utilities, and Ontario Power Generation Inc. The methodology for determining the OEB’s prescribed interest rates and matters related to the OEB’s Cloud Computing Deferral Account will also be considered, including what type of interest rate, if any, should apply to this deferral account.
This application seeks:
- Ontario Power Generation Inc.
Ontario Power Generation Inc. has applied to dispose of the balances of certain deferral and variance accounts and for changes relating to impacts from the Independent Electricity System Operator’s Market Renewal Program on prescribed generating facilities.
- Hydro One Networks Inc.
- Chapleau Public Utilities Corporation
Hydro One Networks Inc. (Hydro One) and Chapleau Public Utilities Corporation (CPUC) have asked the Ontario Energy Board (OEB) for approval for Hydro One to acquire CPUC and continue operations as Hydro One.
The applicants state that the transaction and integration costs will not harm customers and will promote economic efficiency and cost-effectiveness in the distribution of electricity. They also state that the transaction will facilitate the maintenance of a financially viable electricity industry.
The applicants are asking the OEB to:
- Enbridge Gas Inc.
Enbridge Gas Inc. (the applicant) has applied for approval:
- Hydro One Networks Inc.
Hydro One Networks Inc. has applied for approval to refurbish a high-voltage transmission line near Kirkland Lake.
The application seeks:
- Permission to refurbish ~10 kms of an existing 115 kilovolt electricity transmission line between Kirkland Lake TS and Matachewan JCT.
- Approval of the forms of agreement Hydro One Networks Inc. will offer affected landowners for routing or construction of the proposed line.
The OEB hearing is not the only approval process required before a line is refurbished.
- Enbridge Gas Inc.
Enbridge Gas Inc. has applied for approval to construct approximately 345 metres of natural gas pipelines in the City of Toronto.
- Ottawa River Power Corporation
Ottawa River Power Corporation has applied to change its electricity distribution rates, effective May 1, 2024.
The application also seeks to establish new rate riders to dispose of regulatory deferral and variance accounts (including material adjustments) and to establish a new account. The application includes a refund to customers of over-collected global adjustment.
- Westario Power Inc.
Westario Power Inc. has applied to change its electricity distribution rates effective January 1, 2024.
If the application is approved as filed, a typical residential customer and a typical general service customer of Westario Power Inc. would see the following increase:
- Toronto Hydro-Electric System Limited
Toronto Hydro-Electric System Limited has applied to the Ontario Energy Board with a plan to set the amount it charges for electricity distribution in each of the five years beginning on January 1, 2025 and ending on December 31, 2029. Toronto Hydro-Electric System Limited is also applying to clear several deferral and variance accounts by rate riders in each of these years. As part of this application, Toronto Hydro-Electric System Limited has proposed a rate-setting formula and related elements that would set its distribution rates over this period.

Wasaga Distribution Inc. has applied to increase its electricity distribution rates, effective May 1, 2024.
If the application is approved as filed, a typical residential customer and a typical general service customer of Wasaga Distribution Inc. would see the following increase:

London Hydro Inc. has applied to change its electricity distribution rates, effective May 1, 2024.

Enbridge Gas Inc. has applied to increase its natural gas distribution rates.
Enbridge Gas Inc. has applied to increase its natural gas rates effective April 1, 2024, to recover costs associated with meeting its obligations under the Greenhouse Gas Pollution Pricing Act and the regulations under the Ontario Emissions Performance Standards, as well as to recover other related account balances.

Enbridge Gas Inc. has applied to the Ontario Energy Board for an order granting leave to construct natural gas pipelines in the community of Sandford, within the Township of Uxbridge. The pipelines consist of approximately 4.9 kilometres of Nominal Pipe Size (NPS) 2-inch polyethylene (PE) distribution pipeline and approximately 8.4 kilometres of NPS 4-inch PE distribution pipeline. Enbridge Gas Inc. is also proposing to construct ancillary facilities. The location of the proposed pipelines is shown in the map.

Hydro One Networks Inc. has applied to the Ontario Energy Board to raise its electricity distribution rates effective January 1, 2024. If the application is approved as filed, a typical residential customer and a typical general service customer of Hydro One Networks Inc. would see the following monthly increase:

Synergy North Corporation has applied to the Ontario Energy Board to change its electricity distribution rates effective May 1, 2024. If the application is approved as filed, a typical residential customer and a typical general service customer of Synergy North Corporation would see the following change:

Hydro One Networks Inc. is asking the Ontario Energy Board (OEB) for permission to construct approximately 360 kilometers of 230 kilovolt electricity transmission line and associated facilities between the Lakehead Transformer Station and the Mackenzie Transformer Station, and between the Mackenzie Transformer Station and the Dryden Transformer Station, in the regions of Thunder Bay, Rainy River and Kenora, Ontario.
- EPCOR Natural Gas Limited Partnership
EPCOR Natural Gas Limited Partnership has applied to the Ontario Energy Board for an order granting leave to construct natural gas pipelines and ancillary facilities in the Municipality of Kincardine, the Township of Arran-Elderslie, the Municipality of Brockton and the Municipality of West Grey. The pipelines consist of approximately 34.1 km of Nominal Pipe Size (NPS) 4-inch polyethylene (PE) natural gas distribution pipeline and approximately 46.5 km of NPS 2-inch PE natural gas distribution pipeline.

If the application is approved as filed, a typical residential customer of Enbridge Gas Inc. will see the following one-time billing adjustment, effective January 1, 2024:
EGD Rate Zone (former Enbridge Gas Distribution Inc. customers)
- Residential Rate 1 Sales Service and Direct Purchase customers will see a one-time billing charge of $2.74, effective January 1, 2024.
Union Rate Zone (former Union Gas Limited customers)

Enbridge Gas Inc. has applied to the Ontario Energy Board for approval to dispose of amounts recorded in certain 2021 deferral and variance accounts related to its delivery of natural gas conservation and energy efficiency programs.
If the application is approved as filed, Enbridge Gas Inc. says that it would have the following bill impact on typical customers:
- Enbridge Gas Inc.
Enbridge Gas has applied for approval of rates for the sale, distribution, transmission, and storage of gas commencing January 1, 2024. Enbridge Gas has also applied for approval of an incentive rate-making mechanism (IRM) for the years from 2025 to 2028. This is the first cost-based rate application for Enbridge Gas since the Ontario Energy Board (OEB) approved the amalgamation of Enbridge Gas Distribution and Union Gas.
- Enbridge Gas Inc.
Enbridge Gas Inc. has applied to the Ontario Energy Board for approval to construct two pipelines and associated ancillary facilities, which are collectively referred to as the Panhandle Regional Expansion Project. The first pipeline, called the Panhandle Loop, involves the construction of approximately 19 kilometres of 36-inch diameter steel pipeline that will originate at Enbridge Gas Inc.’s existing Dover Transmission Station in the Municipality of Chatham Kent and tie in to an existing pipeline at a new valve site station, in the Municipality of Lakeshore. The Ontario Energy Board (OEB) is initiating this proceeding on its own motion to consider the price paid by rate-regulated natural gas distributors (Distributors) for natural gas produced in Ontario. The price that Distributors currently pay Ontario producers for natural gas is ultimately passed on to their system gas customers through the OEB’s Quarterly Rate Adjustment Mechanism (QRAM) rate process.
The Ontario Energy Board (OEB) is commencing Phase 2 of a hearing on its own motion to consider various issues related to Ontario’s Uniform Transmission Rates (UTRs). These issues have been identified in the years since Ontario’s UTR framework was established in Hydro One’s first rate application proceeding in 2000, and implemented in 2002 following the opening of Ontario’s electricity market.
