On November 28, 2007, the Board issued its Report of the Board: Application of Cost Allocation for Electricity Distributors (the “2007 Report”). The 2007 Report set out the Board’s policies in relation to specific cost allocation matters for electricity distributors, and represented the culmination of a consultation process that had begun several years earlier.

As the Board indicated in the 2007 Report, “With better quality data, greater experience with cost allocation modeling and further developments in relation to other rate design issues, the policies will be refined as required.” The Board determined that it was appropriate to initiate a consultative process to review certain specific elements of its electricity distribution cost allocation policy.

The Board has issued its revised Cost Allocation model to be used by distributors filing a cost of service application for 2012 distribution rates. It has also released the staff report to the Board that documents the changes in the model resulting from the Report of the Board: Review of Electricity Distribution Cost Allocation Policy issued on March 31, 2011 as well as instructions for the revised Cost Allocation model.

The Board issued its Report of the Board on the Review of Electricity Distribution Cost Allocation Policy. The Report sets out a number of revisions to the Board’s electricity distribution cost allocation policy that are to be implemented through cost of service applications starting with the 2012 rate year, and identifies elements that are to be the subject of further consultation in the short term.
