The OEB initiated a consultation process to examine issues associated with low income energy consumers in relation to their use of natural gas and electricity.

On March 10, 2009, the OEB issued its “Report of the Board: Low-Income Energy Assistance Program”, which set out the OEB’s policies for implementing the Low-Income Energy Assistance Program, or LEAP.

The OEB formed two working groups to complete the work necessary to implement the Financial Assistance and Conservation components of the OEB’s Low-Income Energy Assistance Program. Materials from the working groups can be found at the following links:

The Board has posted the 2012 results of the LEAP EFA and Winter Warmth programs as well as an updated version of the 2013 LEAP Emergency Financial Assistance Manual (effective September 23, 2013) which now includes Statistics Canada’s 2012 Low Income Cut-Off (“LICO”) table.

Board Staff conducted two LEAP webcasts for distributors, and their social agency partners, on November 20 & 22, to provide refresher training on the emergency financial assistance program and the low-income customer service rules.

The Board has posted an Excel template for use by social agencies in reporting the LEAP EFA Monthly Monitoring data to their distributor partners. Distributors are expected to file this information annually with the Conservation & Reporting Group by April 30th of the following calendar year.

The Board has posted an updated LEAP Emergency Financial Assistance Manual for 2012, which includes an updated Income Eligibility Chart. The updated LEAP EFA Program Manual is effective starting September 19, 2012.
