The OEB has accepted an Assurance of Voluntary Compliance from Sioux Lookout Hydro Inc., an electricity distributor. The Assurance responds to non-compliance with its rate orders related to overcharging customers as a result of a billing system error.

The OEB is making changes to Appendix C of the Distributed Energy Resources Connection Procedures (DERCP) as part of its ongoing DER Connections Review initiative. The changes will offer customers, who consider applying to connect a DER to a distribution system, valuable insights into potential connection complexities and risks, and enable them to make more informed decisions. These changes come into force on September 18, 2023.

The OEB has released an updated variance settlement factor that is to be used by electricity distributors to calculate a one-time credit or charge for consumers who choose to stop purchasing electricity through the Regulated Price Plan. This factor is called the "Final RPP Variance Settlement Factor" and is updated on the OEB website monthly.

The OEB has posted an updated version of Chapter 3 of the Filing Requirements for 2024 Rate Applications. As part of these updates, OEB is providing embedded or partially embedded distributors with an annual opportunity to update the Low Voltage Service Rates as part of their incentive-rate setting (IRM) application. This notable update will allow embedded or partially embedded distributors to address some regulatory lag by matching the Low Voltage Service rates charged to their customers to the cost they have to pay to their host distributor. These rates have historically only been updated during a rebasing application (typically once every five years).

The OEB has accepted an Assurance of Voluntary Compliance from Enbridge Pipelines Inc., an electricity wholesaler. The Assurance responds to non-compliance related to operation in the electricity market without a wholesaler licence.

The OEB has published the 2023 Quarter 3 prescribed accounting interest rates applicable to the carrying charges of deferral, variance and construction work in progress (CWIP) accounts of natural gas utilities, electricity distributors and other rate-regulated entities.

The OEB has issued an update to its Accounting Guidance Related to Commodity Pass-Through Accounts 1588 & 1589 resulting from the implementation of the Ultra-Low Overnight (ULO) Regulated Price Plan option.
