On October 1, 2020, Bill 87 was proclaimed in force, amending the Ontario Energy Board Act, 1998. In addition to changes to the OEB’s governance structure, the role of Board Secretary has been replaced by the Registrar. The OEB has accepted an Assurance of Voluntary Compliance from Rideau St. Lawrence Distribution Inc. following an OEB inspection into the company’s disconnection practices. The inspection found that Rideau St. Lawrence Distribution Inc. did not comply with certain regulatory requirements for disconnection. This reflects the OEB’s commitment to protecting consumers by ensuring that regulated companies fulfil all of their regulatory requirements prior to disconnecting a customer.
The OEB has published the 2019 Scorecards of Electricity Distributors. The scorecard measures how well Ontario’s electricity distributors are performing each year.
The OEB has posted Price Comparison templates for Electricity Contracts valid from November 1, 2020 to April 30, 2021.
The OEB has released an updated variance settlement factor that is to be used by electricity distributors to calculate a one-time credit or charge for consumers who choose to stop purchasing electricity through the Regulated Price Plan. This factor is called the "Final RPP Variance Settlement Factor" and is updated on the OEB website monthly.
The OEB has approved separate agreements, one between Ontario Power Generation Inc. (OPG) and the Independent Electricity System Operator (IESO), and the other between Portlands Energy Centre L.P. (PEC LP) and the IESO, which establish a process for assessing ongoing compliance with the “must offer” condition in OPG’s and PEC LP’s generation licences. The must offer condition, which the OEB added to the licences on April 9, 2020 following the acquisition by PEC LP (an OPG subsidiary) of additional generation facilities, requires OPG and PEC LP to offer all available generating capacity into the electricity markets administered by the IESO.
The OEB has issued a letter to remind regulated entities and others about protecting personal information in their filings to the OEB.
The OEB has approved changes to the prices Enbridge and EPCOR will charge its customers for natural gas effective October 1, 2020.
The OEB has posted Price Comparison templates for Natural Gas Contracts for Enbridge and EPCOR valid from October 1 - December 31, 2020.
