On August 4, 2010, the OEB issued a determination (EB-2010-0218) under section 1.2.1 of the Standard Supply Service Code to mandate time-of-use (TOU) pricing for regulated price plan customers. The determination included new monthly reporting requirements to enable the OEB to monitor distributors’ progress in relation to the implementation of TOU pricing.

On July 25, 2013, the OEB issued a letter ending the reporting requirement for distributors to file monthly Smart Meter/TOU Implementation Reports.

The OEB established through the issuance of the Determination processes to monitor the progress of distributors and the Smart Metering Entity (SME). The OEB discontinued its OEB Monthly Monitoring Reports in September 2012. SME Monthly Filings continue to be posted.

Smart Meter Deployment and the Application of Time-of-use Pricing Quarterly Reporting for the Period from June 2009 – June 2010

In June 2009, the OEB requested information from distributors about their plans for meter installation, MDM/R meter enrollment and implementation of TOU pricing. These “baseline” filings included monthly plans until June 2011 for these three activities, and a quarterly filing of actions taken by each distributor to achieve the timelines set out in its baseline plan.

In accordance with Board requirements, on October 10th 2009 electricity distributors filed a first quarterly report on smart meter deployment and the application of time-of-use pricing. The Board has prepared a monitoring report based on a comparison of these filings with the baseline data submitted in July. In addition, the Board has sent a letter to all electricity distributors to clarify the original reporting requirements.
